Our HCM Solution engagements are designed to help you quickly maximize the business benefits that SkillsNET’s web tools and services deliver. Our Industrial and Organizational Psychologists bring their knowledge of industry best practices to each interaction experience, helping your organization increase productivity, profitability, and workforce satisfaction. From helping public state workforce boards identify employment and labor market trends, working with the workforce boards to identify state skill and competency deficiencies and determine strategies to increase a state’s skill base, to capturing a private organization’s important skills and competencies necessary for mission success, we are always ready to strategize and implement only the smartest HCM Solutions. You name it – job analysis/profiling, competency modeling, knowledge management, skills inventory, occupational content libraries, tacit knowledge discovery, organizational/social network analysis, personnel assessments, certificate development, rapid application development, workplace metrics, workload and manpower analysis training framework design, performance standards, and learning objectives generation – we can do it all.

Training Requirements Development System

SkillsNET’s proprietary SkillObject® architecture includes specific data structures for framing training requirements. These requirements reflect particular elements and element characteristics that are central and critical to proper curriculum and training development. The Training Requirements Development System uses SkillObject data as the foundation for learning parameters and focuses around historically and traditionally important training characteristics as defined by scientific-based training literature. Traditionally, these training requirement data consist of initially collected SkillObject data along with Level II data (subtasks, steps, and specialty knowledge, skills, abilities, tools, and resources), Performance Statements, and Enabling Learning Objectives (ELO).

Once the training requirements have been generated, we can then plug the data into our Training Framework Design module. Based on an extensive review of the literature, four major factors were consistently identified as being essential in training development. The interrelation between these four factors determines which combination of key training characteristics should be used to train SkillObjects and associated learning objectives. The major factors include: Extensiveness of Training, Site or Location of Training, Nature of Training Transfer, and Difficulty to learn. Within our system, every ELO identified for a particular position is rated on these four major factors. These ratings are then combined algorithmically to reveal a training profile reflecting 11 key characteristics associated with the recommended training for each ELO. SkillsNET’s framework provides for 16 different profiles representing different combinations of the 11 key training characteristics. In the end, each ELO receives a recommended training profile outlining how it should be trained as defined through the key training characteristics. The key characteristics include: methods, time of practice, structure of practice, hands-on practice, meaningfulness, vicarious learning, nature of feedback, trainee-to-trainer ratio, media, pre-training strategies, post-training strategies, and learning activities.

Semantic Based Knowledge Management (KM)

Here at SkillsNET, we offer a fully implemented, semantically indexed, knowledge management system, used to facilitate research collaboration, information access, and interoperability amongst workers. Utilizing our Semantic Workforce Analysis methods, organizations can realize the benefits of identifying domain ontologies, and can significantly improve their knowledge management systems (KMS) strategy internally and among distributed web communities. Using Latent Semantic Analysis (LSA), electronic artifacts and explicit Knowledge data are analyzed, decomposed, and meta-tagged for later retrieval during a problem solving scenario. Your workers will have the ability to access explicit knowledge sources and use tacit Knowledge in collaboration with team members to identify the optimum technical solution to current problems.

Skill Certificate Development

Our Skill Certificate System provides organizations with the foundational work requirements necessary to qualify a skilled and able multi-level workforce. With a complete system of assessments to measure readiness for work, SkillsNET offers students, job candidates, and existing workers a valuable advantage by documenting specific effective workplace behaviors and job-related skills. Those who demonstrate advanced skills in these multiple skill areas are eligible to earn a certificate. SkillsNET’s Skill Certificate System provides educators and employers a validated assessment of a worker’s capability. Employers can determine the extent to which candidates can succeed in available jobs when they know the academic and interpersonal skills of the candidates.
